1) SE Hawthorne: In mid-November, the former No Fish, Go Fish space welcomed a Polish-inspired spot dubbed Bar Dobre, with a menu divided into "Portland" and "Poland" sections, both primed to accompany a cocktail menu heavy on Polish liqueurs and flavors (translation: vodka). Per the official Facebook page, chef/owner Stan Pratnicki is an alum of specialty food purveyor Provvista; he reflects his Polish background in dishes like house-made kielbasa and smoked whitefish. 2) Northwest/Alphabet District: A tipster reports that Kiva Tea Bar & Spa has debuted in Nob Hill, in a space that formerly held the Ellington Bags retail store. The hybrid spa and tea shop offers coffee by Ristretto Roasters, 32 different varieties of tea, and a light food menu of smoothies, cheese plates, soups, and salads. [EaterWire]

3) Downtown/PSU: The fourth local outpost of Joe's Burgers has made its debut at 540 SW College St., Neighborhood notes reports. Per NN, the spot caters to the neighboring PSU crowds, complete with a late-night walk-up window. Joe's Burgers, part of the JoPa Hospitality Group, also operates locations in downtown Portland, Bridgeport Village, and Beaverton-Hillsdale. [NNotes]
