Food Carts Portland reports that NE 20th's Green Castle cart pod — which shuttered in October 2011 due to zoning issues with the Bureau of Development Services — has filed the proper paperwork to reopen later this spring. Pod owners are currently looking for new cart tenants. [FCP]
