After a rocky start this summer, food carts are back at Portland City Hall: WWeek brings first word that three carts — Olympic Provisions, al Forno Ferruzza, and Saigon Noodle — have set up shop in the City Hall courtyard, a contentious spot that Fuego Burritos vacated earlier this summer after facing harassment from homeless protestors.
