niseka150kc.jpgPortland will soon have a new "pay what you can" option outside of NE's experimental Panera Cares: WWeek reports that Southland Whiskey Kitchen alum James Layton plans to open Ne Si'Ka, a non-profit, full-service restaurant "that allows patrons to pay as they are able."
