The space home to downtown's very-short-lived Element Restaurant will soon welcome a new tenant. OLCC paperwork reveals that Mexican restaurant Rosa Mexicano is slated to take over the 54-seat space at SW Morrison and 11th. According to a rep from the NYC-based Rosa Mexicano chain, however, the Portland restaurant is not affiliated with the national brand: "There are no current plans to open Rosa Mexicano in Portland."
