Another slot has filled up in the West End's Union Way project, which promises to transform the former Red Cap Garage space into a multi-retail alleyway. The Oregonian reports that Saint Cupcake owner Jami Curl has signed on to open a diminutive candy store called Quin, offering housemade lollipops, gummies, and marshmallows.
