happycup175SPR.jpgHappy Cup Coffee Company has opened its first-ever cafe inside the lobby at Portland City Hall. Sprudge reports that the cafe — which employs "about 30 adults with developmental disabilities" — debuted in late January, serving breakfast, lunch, and coffee to the likes of Mayor Charlie Hales.
